DECARBOMILE Workshop: Boosting Cyclelogistics – Legal Guide to Help Public Administrations Support the Activity

RedBici, with the support of Esplugues City Council, held a workshop on cyclelogistics this past Tuesday, January 14th, at the Espai Baronda in Esplugues. We gathered more than 40 people from all municipalities and local authorities around Spain and extra 13 people that joined online.

The event focused on two main aspects: the experiences from the European project Decarbomile and the output of the legal study on the allocation of public space to implement cyclelogistics services in municipalities. Between the attendees there was Antoni Poveda, president of RedBici, Eduard Sanz, major of Esplugues and Elisabet Latorre, delegate councillor for Sustainable Mobility of AMB.

European project Decarbomile

The European funded project Decarbomile is the first European initiative in which RedBici participates. This four-year project aims to decarbonize urban goods distribution in the last mile with different innovative solutions to do so. It includes four pilot projects in Nantes, Logroño, Hamburg, and Istanbul, with replication use cases in satellite cities such as Getafe, between others. After two-year project, use cases are already defined and last details are being covered to start the implementation phase.

The pilots cover four strategic areas:

  • 1. Infrastructure (hubs, micro-hubs, and smart lockers)
  • 2. Vehicles (cargo bikes, electric barge and other 0 emission vehicles)
  • 3. Parcels and products to be distributed with engagement of local actors
  • 4. Technological tools

 

Legal study on cycle logistics implementation

Red Bici organized a first workshop in Donostia, a year ago, addressed to public municipalities willing to implement cyclelogistics in their cities. In this workshop we worked on the different strategic areas to tackle: management, governance, services, space and regulation. We detected the necessity of providing a legal framework to offer juristic solutions for those local authorities willing to support through micro-hub provision as well as a text proposal to modify the local ordinance in order to allow the activity without restrictions.

A legal study commissioned by RedBici was presented, analysing the best options and possibilities for public administrations to implement cycle logistics micro-hubs in their cities. The study focused on the legal mechanisms for the allocation of public spaces, a key element in the implementation of these services.

Now the solutions are there, the local authorities that are already implementing cyclelogistics solutions are very satisfied with these tools and we only need to make sure that other cities know there are these solutions to boost a more sustainable urban logistic delivery in their cities!
