DECARBOMILE in Action: How Logroño Is Decarbonizing Urban Logistics

As part of the DECARBOMILE Horizon Europe project, the city of Logroño, Spain has successfully launched its first urban micro-hub and municipal cargo bike service, making significant strides in sustainable last-mile delivery. These pilot implementations reflect the project’s core mission: to decarbonize city logistics by rethinking how goods move through urban spaces.

The results are already visible on the ground—thanks to the active collaboration between the Municipality of Logroño, Intelligent Parking, and other local stakeholders.

Logroño Pilot: Key Achievements

As the first Spanish pilot site, Logroño is playing a leading role in demonstrating how cities can adopt sustainable delivery infrastructure quickly and cost-effectively. The city’s Pilot 1 focuses on:

1. Launching a Public Urban Micro-Hub

In June 2025, Logroño inaugurated its first micro-hub at Calle Comandancia, right in the heart of the city. This flexible, modular space enables logistics providers to transfer goods from vans to electric cargo bikes or tricycles for cleaner last-mile delivery.

Key features:

  • • Secure parking and recharging for cargo bikes
  • • Smart access via mobile app and keypad
  • • Video surveillance and LED lighting
  • • Solar power options in select modules

This micro-hub was made possible through Intelligent Parking’s technological and operational expertise, which ensured that the infrastructure is both user-friendly and scalable.

2. Launching the Municipal Cargo Bike (“Cargobike”)

A major innovation in Logroño is the publicly available cargo bike, operated via the PVerde app. Citizens, businesses, and couriers can use it for free, up to 4 hours per day, to move goods around the city without emissions.

DECARBOMILE provided:

  • • Equipment (electric cargo bike with 100kg capacity)

  • • Usage guidelines and technical support

  • • Digital integration with the city’s existing smart mobility systems

This makes Logroño one of the few European cities offering municipally managed cargo bikes for public and commercial use.

3. Community Engagement & Demonstration Events

On July 8, 2025, an informative session was held at the micro-hub site, bringing together:

  • • Local merchants

  • • Delivery companies like DHL and Riofarco

  • • Municipal officials

  • • DECARBOMILE partners (Intelligent Parking, RedBici)

Attendees received hands-on training, live demonstrations, and direct onboarding support to start using the cargobike system. This event marked the beginning of broader citizen and stakeholder adoption.

Public-Private Collaboration: A Success Story

This pilot reflects the success of a collaborative model between:

  • • The Municipality of Logroño, which provided strategic support and regulatory alignment

  • • Intelligent Parking, responsible for infrastructure development, digital access, and user operations

  • • Local logistics companies, who are already integrating the hub into daily routines

  • • RedBici, which supports citizen cycling initiatives and promotes shared bike logistics

All of this is embedded within DECARBOMILE’s framework for replicability and scalability, meaning that these tools, lessons, and services can now be extended to other cities in Spain and across Europe.

What’s Next?

The Logroño pilot will run through August 2026, during which further implementations are planned:

  • • A second micro-hub at San Blas Market

  • • Smart lockers for distributed deliveries

  • • New monitoring tools to collect real-time usage and emissions data

These efforts will help validate DECARBOMILE’s larger mission: showing that low-emission, citizen-centered logistics are not just theoretical—they’re already working.

A Blueprint for European Cities

Logroño’s experience illustrates that with the right partnerships, citizen engagement, and technical support, European cities can rapidly transition toward cleaner, smarter logistics. Through DECARBOMILE, Intelligent Parking and the Municipality of Logroño have created an ecosystem that’s already delivering results—literally and sustainably.
