What is the DECARBOMILE project?
Concept
Solutions for sustainable urban logistics, and the generalisation of green last mile logistics.
Objectives
Main objective
Logistics is at the core of modern society and essential to bring food and goods in the heart of cities, where a majority of Europeans live. Transport efficiency in Europe is a challenge, EU statistics show that vehicles are filled on average to only 57% of their weight capacity, and 27% of vehicles are running empty.
Significant changes are needed in supply chain operations, especially on the last mile logistics chain.
The main objective of DECARBOMILE is to develop tailored solutions and demonstrate the full potential of decarbonised last-mile logistics in 4 living labs in line with their technical, environmental and local socio-economic contexts.
Technological objective
DECARBOMILE will develop interoperable and multimodal vehicles for last mile delivery in urban contexts. Multimodal and electric vehicles present a strong potential for greening transportation in cities, especially in terms of optimised delivery service, improved air quality and reduced congestion. Therefore, DECARBOMILE will work on logistics vehicles optimisation, especially regarding cargo-bikes and testing their combinations with transportation modes alternative to the road and conventional trucks (river, rail).
These different modes and vehicles will be further tested in the 4 living labs and 4 satellites to evaluate and eventually demonstrate their effective optimisation in real conditions and their adaptability to different logistics flows, terrains, external actors, scope of action, etc.
Social objective
DECARBOMILE will put a strong emphasis on the collaboration between local stakeholders through methodologies for multistakeholder collaboration. In particular, 3 main categories of actors will be gathered to ensure the success of DECARBOMILE solutions:
- Local workforce or end-users. They will inform their needs for delivery and how to adapt it to their context.
- Local businesses and logistics companies. They will help on the feasibility studies, the installation and the viability of the solutions.
- Local institutions at local or regional level. They will be involved for their large scale vision and to helm on the installation and replicability.
Thanks to these local stakeholders, the needs, capacity, and capabilities for a large uptake of decarbonised cycle-logistics in cities will be established in the 4 living labs and 4 satellites cities, to allow for a larger replication across Europe after the end of the project.
Economic objective
To develop solutions that will have a long-lasting effect in cities of DECARBOMILE and beyond, a key aspect to develop is the economic sustainability of the solutions proposed for all actors involved.
To that aim, DECARBOMILE will focus on:
- Innovative governance and business models for consolidation logistic hubs and new delivery methods. This will include the integration of social innovations as part of the business approach of the various solutions developed as this is the path to ensure a larger acceptance of the solutions in the demonstration cities and for their replication across Europe.
- Business models adapted to a specific context
- Creating qualified local workforce
- Replicating the process to other locations
Environmental objective

FREE AND HANSEATIC CITY OF HAMBURG – HAM – Germany
As a city state, the Free and Hanseatic City of Hamburg is a federal state of the Federal Republic of Germany and, with around 1.85 million inhabitants, is also the second largest city in Germany. The city area is divided into seven districts and 104 neighbourhoods. The government is formed by the Hamburg Senate, headed by the First Mayor. Subordinate to it are eleven specialised ministries and the Senate Chancellery. With around 130,000 public sector employees, Hamburg is the largest employer in the city.
Role: The partner Free and Hanseatic City of Hamburg is made up of three public institutions: The Senate Chancellery is the specialised authority of Hamburg’s city government. It coordinates the Living Lab in Hamburg, communicates with the project management and provides political support for the project. The Ministry of Economics and Innovation is the competent authority. It contributes its expertise and experience to the project. The District Office of Hamburg Mitte is the district responsible for piloting the project. Close coordination with the district is therefore indispensable. Hamburg is the leader of Work package 6 while it is engaged in all other Work Packages.
INTERFACE TRANSPORT – IT – France
Interface Transport is a consulting service specialized in freight transportation and urban logistic. We help public and private actors with issues related to the mobility of goods since 1995. Our team produces studies and designs efficient solutions that respond to logistical problems and contribute to their integration into overall mobility policies.
Role: Interface Transport is the coordinator of the consortium. It will also contribute technically to the project, by establishing a complete diagnosis of urban freight in each LL of the project, by contributing to the design of the different use cases that will be tested, and by defining the services and business models associated to the consolidation and collaboration logistic schemes implemented.
NEW MOBILITY SOLUTIONS HAMBURG GMBH – NMS – Germany
The purpose of NMS New Mobility Solutions Hamburg GmbH (formerly known as ITS Hamburg 2021 GmbH) is to support the City of Hamburg in implementing a sustainable traffic and mobility transition. Its focus is on the stabilisation, initiation, development and implementation of digital solutions that are climate-friendly, city-friendly, innovative and user-centred.
Role: The New Mobility Solutions Hamburg GmbH (NMS) will provide all required connections to authorities, public organisations and other public persons from the Free City of Hamburg. The NMS will also provide support for the communication, dissemination and engagement process within WP8 and WP9.
LOGRONO CITY COUNCIL – LGN – Spain
Logroño City Council is the public institution that provides services to the more than 150 000 citizens living in the city of Logroño, capital of the region of La Rioja. Logroño is a medium-sized city, strategically located in the North of Spain, whose economy is closely linked to tourism and services, especially those related to wine and gastronomy. The City Council has as main goal to improve its municipal services and promote the sustainable social and economic development of the city by implementing actions in the areas of clean mobility, circular economy or digitalisation.
Role: Our City Council will participate as a living lab implementing the last mile logistics demonstration actions and will actively develop all the actions foreseen in the work packages that comprise the project, carrying out actions such as guidance for the demonstration site in Logroño, identification of the local regulations in urban logistics or detection of opportunities related to delivery and mobility for the development of local businesses in the pilot areas.
NANTES METROPOLE – NANTES – France
Nantes is an Atlantic port city on the estuary of the river Loire. With over 650,000 inhabitants, Nantes Métropole is the sixth largest metropolitan area in France. Nantes is also the leading economic area in Western France with over 25,100 companies and 353,000 jobs. This stems from both traditional sectors, like naval and aeronautic construction, agri-foods and service, and from innovative sectors, such as composites, health, biotechnologies, ICTs, creative and cultural industries. Thanks to its cultural liveliness, its natural environment and its policies to encourage social cohesion, Nantes Métropole strives to achieve a high quality of life for every citizen.
Role: Nantes Metropole will participate as living lab implementing the last mile logistics demonstration actions and participate in different task of DECARBOMILE Project. Especially Nantes Metropole lead a Work Package 2 for develop local stakeholders engagement about the development of projects of each living lab.
ISTANBUL METROPOLITAN MUNICIPALITY – IMM – Turkey
Istanbul Metropolitan Municipality holds a very important place in the local administration organization of Istanbul, in total area of 5,343 km2. IMM is the principal public body in planning, design, implementation and operation of transportation sector in Istanbul with a number of affiliated companies that are responsible for transportation sector of planning, land use and integration with other sectors, traffic regulation and transportation in different modalities from active mobility to logistic.
Role: IMM will provide communication with the city’s authorities, public institutions and other public officials for all direct connections necessary for the project. IMM will make the necessary arrangements for the demonstration and give the necessary support to the other partners. IMM will also provide support for the communication, dissemination and participation process during the project.
ISTANBUL METROPOLITAN MUNICIPALITY – IMM – Turkey
The main aim of the Tallinn Strategic Management Office is to coordinate the execution of the strategic aims of the city and to support the city government in creating a modern urban space for the citizens of Tallinn. Office prepares the city development strategy and other city development documents.
The Tallinn Strategic Management Office’s main tasks are:
- organisation of development of the developmental and strategic aims of the city and supervision of their execution; prepares the city development strategy and other city development documents,
- management of execution of major city projects and the implementation of city government policies in city institutions;
- provision of public city services (incl. e-services) and support services and central management of the development of the respective principles and standards
Role: Tallinn are a satellite city and will be responsible for the coordination between project actions and a local stakeholder. Also we are responsible for the actions what is needed to reach the project goals and think the next steps who to change our logistic City of Tallinn more sustainable to reach our Climate goals.
GETAFE CITY COUNCIL ADG – GETAFE – Spain
Getafe is a municipality with more than 185,000 inhabitants, located in the southern part of the Community of Madrid, and one of the most industrialised in the metropolitan area of Madrid. Taking advantage of its geostrategic position, and reinforced by its powerful and extensive network of infrastructures, it allows the companies located there to have a global connection with any part of the country and the world. Getafe has 14,000,000 m² of industrial land, representing one of the most important engines of economic growth and generator of job creation policies in this country.
Role: The City Council of Getafe will make the city of Getafe available to the DECARBOMILE project to serve as a testing ground for innovative governance and business models for consolidation logistics centres and new delivery methods. This will include the integration of social innovations as part of the business approach of the various solutions developed, as this is the way to ensure wider uptake of the solutions in the demonstration cities and for their replication across Europe.
GETAFE INITIATIVES SA – GISA – Spain
Getafe City Council deploys its strategy for economic promotion, industrial development, commerce and hospitality through GISA, which is responsible for supporting the creation of new companies and consolidating and encouraging the development of existing ones (especially SMEs), and improving the socio-economic context of the city through industrial and commercial development, serving as a basis for the development and promotion of the city.
Role: GISA will be in charge of the management of urban actions and adaptations in the city of Getafe, being a satellite city in the DECARBOMILE project. It will be in charge of establishing relations with the other project partners, and with the various economic actors, workers, businesses, logistics companies, and business associations, to ensure the success of DECARBOMILE solutions in the territory.
MINISTRY OF DEFENCE OF THE CANTON OF SARAJEVO – SARA – Bosnia & Herzegovina
The Ministry carries out administrative and professional tasks laid down in the constitution, law, regulations and administrative provisions, relating to the competence of the Canton Sarajevo in the field of public transport, traffic safety, traffic management, parking.
Role: Tarik Bašović – Assistant Minister of Sector for traffic management and safety. Responsible for traffic regulations, controlling and permitting delivery in the Sarajevo Canton.
TECHNICAL UNIVERSITY OF HAMBURG – TUHH – Germany
The Institute of Transport Planning and Logistics (VPL) at the Hamburg University of Technology (TUHH) focuses on the research areas of settlement structure and transport planning, logistics and sustainability, and the consideration of transport and logistics nodes. One research focus is the ecological and social evaluation of logistics activities and the design of sustainable transport chains.
Role: TUHH will analyse all living labs and satellite cities, will support the definition of the baseline scenarios and use cases and will take care of a harmonised testing, operation and monitoring of the solutions in the demonstration phase. TUHH is leading the environmental, economic and social assessment of all labs and will develop a methodological approach for the involvement of stakeholders.
COPENHAGEN BUSINESS SCHOOL – CBS – Denmark
Copenhagen Business School is one of the world’s leading business universities offering a wide range of undergraduate and graduate programmes, typically with an interdisciplinary and international focus. DECARBOMILE is at the Department of Management, Society and Communication, where business in society research explores how globalisation changes and challenges organisations and governance across the boundaries of the local and the global and the private and public spheres.
Role: Drawing on its strong competencies in studying and understanding urban contexts and business development for the needs of sustainable urbanisation, CBS will being responsible for guiding and supporting the partners with tasks dealing with design thinking approaches and methods, service design and business models for optimal supply chain mobility solutions in the last mile delivery.
CAPILLAR IT SL – CAPIT – Spain
Capillar IT provides methods and technology for urban logistics to increase profitability and sustainability through coopetition, involving to integrate cycle-logistics, electro-logistics, optimization algorithms and digitization.
- We set up the new logistics problem: How does logistics offer makes demand more sustainable?
- We solve it to balance demand with offer aiming at SDGs.
- We enable solution implementation with pilots and digital infrastructure.
Role: Capillar IT provides a digital framework to enable DECARBOMILE’s hub users with a seamless, customizable interaction with the set of digital services available upon their requirements, develops and support the integration of digital twins in the framework, and encodes the interoperability rules between the concomitant service providers into an App orchestrating a collaborative portfolio.
TRANSMETRICS AD – TMTX – Bulgaria
Transmetrics optimizes logistics planning and asset management by leveraging the power of predictive analytics and artificial intelligence. The company offers optimization and forecast solutions for companies in Transport & Logistics. Transmetrics combines the strengths of humans and artificial intelligence, ensuring the highest operational benefits and reducing the environmental impact of logistics.
Role: Transmetrics is one of the technical partners and leader of WP3 – ICT tools development. In DECARBOMILE, we are part of the Executive Board and the Technical Committee. As part of the project, Transmetrics will deliver AI-based automated planning algorithms, focused on minimizing the CO2 emissions and transport expenses. In addition, Transmetrics will enable the testing and software Quality Assurance.
GENEGIS GI SRL – GGI – Italy
GeneGIS GI is an Italian SME that provides Spatial Digital Knowledge services and solutions for the survey, processing and sharing of geospatial information at enterprise level. Covering the entire project life cycle from data detection and surveying to data automation and integration, up to systems design and development, GeneGIS GI operates in areas such as: Logistics&Transportation, Energy&Utilities, Environment&Natural Resources, Local&Central government and Cultural Heritage.
Role: Within DECARBOMILE project, GeneGIS GI is mainly contributing to the ICT tools development for the implementation of the open framework for last mile delivery leveraging on the company’s 20 years worldwide experience in designing and developing advanced, innovative and geospatial-oriented software solutions applied to the Transportation&Logistics domain. The main technical focus is related to: loading optimization, dynamic routing and urban network design.
NEW GENERATION SENSORS SRL – NGS – Italy
New Generation Sensors S.r.l. is an Italian SME established in 2015 with a strong expertise in the development of advanced IoT solutions, from the premises toward the Cloud, exploiting proprietary technologies. TrackOne is a solution by NGS capable to identify, characterise, track & trace, and monitor goods in a dedicated manner with improved granularity, in both last mile and cargo logistics, thus enabling the complete visibility of the supply chain.
Role: NGS will realise the digitalisation of the Logistics Units (LUs) in the premises, identifying, characterising, tracking, tracing, and monitoring the goods from the sender facility toward the receiver. Each LU is identified and specialised monitored at improved granularity, security on transporting perishable goods. Data are shared with all the stakeholders involved in a trusted and standardised manner.
IMT Atlantique – IMT – France
IMT Atlantique is a technological university, considered as one of the top 10 engineering schools in France, and one of the top 400 universities in the world in THE World University Ranking. It is a general engineering grande école financed by the Ministry of Economy, Finance and Industrial and Digital Sovereignty, and the first Institut Mines Télécom “Mines-Telecom” Technological university, founded on January 1st, 2017 from the merger of Mines Nantes and Télécom Bretagne. IMT Atlantique draws on research excellence in its flagship areas and by linking scientific fields to meet the challenges of tomorrow, focusing on: cyber security, nuclear and interactions, digital transformation, environmental transformation, industrial transformation, energy transformation, health of the future and fundamental research.
Role: In the DECARBOMILE project, IMT Atlantique will develop optimization algorithms to support decision makers in the design of urban logistics networks. IMT Atlantique will work in collaboration with GeneGIS and ITA Innova to integrate their algorithm in a commercial software and the DECARBOMILE Digital twin. In Nantes, IMT Atlantique will interact with the local partners to learn from their needs and provide simulations based on the developed algorithms.
MIGROS TICARET ANONIM SIRKETI – MIGROS – Turkey
Migros Ticaret A.Ş. was founded in 1954 in İstanbul through the joint initiatives of the Swiss Migros Cooperatives Union and the İstanbul Municipality. Today, MIGROS offers spacious stores in a wide range of formats and locations. As of 19 October 2022, Migros operates 2.763 stores across all 81 cities of Turkey serving to its customers including 16.6 million of loyalty card holders.
Role: MIGROS will be strongly involved in the activities of DECARBOMILE regarding the implementation of the Living Lab in Istanbul. As a strong locally implemented logistics operator, MIGROS will be supervising the cargo-bikes implementation around the city’s logistics hub and provide logistical support for the deployment of the collaborative hub.
LES TRIPORTEURS NANTAIS – TRI – France
Les Triporteurs Nantais is the first transport company in the West, specialising in urban delivery. Several hundred parcels and several tonnes of goods are delivered every day. We also carry out pick-ups on request several times a day, with no access or time constraints. In 2012, creation of a new branch in Nantes with Tricycles Nantais. Awarded the 2019 trophy for voluntary commitment to the environment in Transport & Logistics in collaboration with DB Schenker!
Role: Specialists in urban delivery, we organize deliveries in scooters and electric vehicles via a local delivery location in an environmental policy. Home delivery (80% of our activity) gives us a real expertise that combines very rich knowledge with ultra-urban.
OPLEIDINGSCENTRUM VOOR HOUT EN BOUW VZW – OHB – Belgium
The Research and Innovation Center is involved in various research projects on the development of innovative & sustainable logistic solutions, mainly in an urban area, building up experience in the field of city distribution and sustainable logistics. Together with universities & SME’s the practical applications in the field of vessel and infrastructure automation, positioning & navigation are tested.
Role: The Research and Innovation Center provides a zero-emission urban electric vessel and supports the build-up of the living lab Hamburg, in corporation with LIHH & the City of Hamburg.
INTELLIGENT PARKING SL – INT – Spain
INTELLIGENT PARKING is a technological development company with 8 years of experience in the sustainable mobility sector and smart systems of access control. It maintains more than 150 secure bicycle parking facilities in service in many cities in Spain, Portugal, Germany and Italy, with more than 60.000 users of its app and web platform PVERDE.
Role: Leader of Work Package 4 Development of Innovative Equipment. It will design and develop microhubs for the cities of Logroño and Getafe, with an authorization system for logistics operators to access these warehouses, to enable last-mile delivery of packages to each home through cycle logistics. It will also integrate smart lockers where end customers will go directly to pick up their packages.
LOGISTIK-INITIATIVE HAMBURG MANAGEMENT GMBH – LIHH – Germany
A network for the future – With more than 500 members from the Hamburg metropolitan region and beyond, the public-private partnership “Logistics Initiative Hamburg” is the largest location network in the logistics industry in Europe. As a catalyst, initiator and manager of (innovation) projects at regional, national and international level, the LIHH creates added values for the entire logistics sector and Hamburg as a logistics region.
Role: The role of Logistics Initiative Hamburg is to support the collaboration and exchange between the partners and stakeholders analysing conditions and requirements and methods, and to disseminate to stakeholders and our network. We will be working especially on the living lab Hamburg’s use case.
ASSOCIATION OF BALTIC CITIES – UBC – Poland
Union of the Baltic Cities (UBC) is one of the leading networks of cities in the Baltic Sea Region with member cities from Denmark, Estonia, Finland, Germany, Latvia, Lithuania, Norway, Poland and Sweden. Founded in 1991 in Gdańsk, UBC is a voluntary, proactive network mobilizing the shared potential of its member cities.
Role: UBC will mobilize its network to promote more sustainable logistic practices. Co-creation workshops with local stakeholders will permit to identify the evolutions to bring to existing urban strategies, plans and regulatory frameworks on mobility, freight, urban development to facilitate the implementation of the consolidation model designed by the project and guarantee their long-term sustainability.
ASSOCIATION CARA – CARA – France
CARA, French cluster based in Auvergne-Rhône-Alpes, gathers 430 members, including manufacturers, transport operators, universities, research and education centres. CARA works on 6 sectors: industrial vehicles, automotive, aerial guided transport, river transportation, active mobility, rail transportation. CARA implements collective actions to support its members on: R&I projects, pilots in real life situation, and economic and industrial development.
Role: CARA will mobilize its network to gather experiences on past projects led by its members and search for relevant practices already implemented in EU cities. CARA will frame the experimental protocol to get comparable results amongst living lab and will define test scenarios for the 4 living labs. CARA will make sure that each group of users will implement the most relevant use case regarding their needs. CARA will ensure replicability throughout its network and Europe.
POLE DE COMPETITIVITE IDFORCAR – ID4Mobility – France
ID4Mobility is an accelerator for companies of the Vehicle and Mobility sectors in the Greater West region of France (Bretagne, Pays de la Loire and Nouvelle-Aquitaine). ID4Mobility has over 400 members including manufacturers, transport operators, universities, research, and education centres. Theses members covers 4 main business areas: automotive, specific vehicles, mobility services and off-road machines/ mobile robotics/agricultural machinery.
Role: ID4Mobility will help feeding the benchmark during the project with its knowledge of present and past projects. We will support Nantes living lab through the project notably during workshops and specifications. We will help disseminate the project throughout our network.
RED DE CIUDADES POR LA BICICLETA – RCXB – Spain
RCxB is an organization formed by City Councils and Public Administrations committed to promote cycling around Spain, actually is formed by 150 public administrations. Our main objective is to facilitate, make safer and promote the bike use, especially in urban areas, creating 100% cyclable cities and territories.
Role: The RCxB will take advantage of its national network to promote knowledge in public administrations around cyclelogistics, with the aim of stimulating and generating new cyclelogistics initiatives around Spain. It will also provide technical support to the pilots in Spain (Logroño and Getafe) as well as to the project consortium.
EUROQUALITY SARL – EQY – France
Established in 1997, Euroquality is a service provider specialised in innovation consulting. Its main activities are European projects setting up under several programmes (Horizon Europe – formerly Horizon 2020, LIFE, Erasmus+, EIC, ERC), economic studies, policy evaluation, technological and technical studies, development of communication material, training, and management of national and European projects.
Role: Euroquality is in charge of the communication, dissemination and exploitation activities of the DECARBOMILE project. Euroquality also supports the project management activities.

Subordinate to it are eleven specialised ministries and the Senate Chancellery. With around 130,000 public sector employees, Hamburg is the largest employer in the city.
Role: The partner Free and Hanseatic City of Hamburg is made up of three public institutions: The Senate Chancellery is the specialised authority of Hamburg’s city government. It coordinates the Living Lab in Hamburg, communicates with the project management and provides political support for the project. The Ministry of Economics and Innovation is the competent authority. It contributes its expertise and experience to the project. The District Office of Hamburg Mitte is the district responsible for piloting the project. Close coordination with the district is therefore indispensable. Hamburg is the leader of Work package 6 while it is engaged in all other Work Packages.
NEW MOBILITY SOLUTIONS HAMBURG GMBH – NMS – Germany
The purpose of NMS New Mobility Solutions Hamburg GmbH (formerly known as ITS Hamburg 2021 GmbH) is to support the City of Hamburg in implementing a sustainable traffic and mobility transition. Its focus is on the stabilisation, initiation, development and implementation of digital solutions that are climate-friendly, city-friendly, innovative and user-centred.
Role: The New Mobility Solutions Hamburg GmbH (NMS) will provide all required connections to authorities, public organisations and other public persons from the Free City of Hamburg. The NMS will also provide support for the communication, dissemination and engagement process within WP8 and WP9.
LOGRONO CITY COUNCIL – LGN – Spain
Logroño City Council is the public institution that provides services to the more than 150 000 citizens living in the city of Logroño, capital of the region of La Rioja. Logroño is a medium-sized city, strategically located in the North of Spain, whose economy is closely linked to tourism and services, especially those related to wine and gastronomy. The City Council has as main goal to improve its municipal services and promote the sustainable social and economic development of the city by implementing actions in the areas of clean mobility, circular economy or digitalisation.
Role: Our City Council will participate as a living lab implementing the last mile logistics demonstration actions and will actively develop all the actions foreseen in the work packages that comprise the project, carrying out actions such as guidance for the demonstration site in Logroño, identification of the local regulations in urban logistics or detection of opportunities related to delivery and mobility for the development of local businesses in the pilot areas.
NANTES METROPOLE – NANTES – France
Nantes is an Atlantic port city on the estuary of the river Loire. With over 650,000 inhabitants, Nantes Métropole is the sixth largest metropolitan area in France. Nantes is also the leading economic area in Western France with over 25,100 companies and 353,000 jobs. Role: Nantes Metropole will participate as living lab implementing the last mile logistics demonstration actions and participate in different task of DECARBOMILE Project. Especially Nantes Metropole lead a Work Package 2 for develop local stakeholders engagement about the development of projects of each living lab.
ISTANBUL METROPOLITAN MUNICIPALITY – IMM – Turkey
Istanbul Metropolitan Municipality holds a very important place in the local administration organization of Istanbul, in total area of 5,343 km2. IMM is the principal public body in planning, design, implementation and operation of transportation sector in Istanbul with a number of affiliated companies that are responsible for transportation sector of planning, land use and integration with other sectors, traffic regulation and transportation in different modalities from active mobility to logistic.
Role: IMM will provide communication with the city’s authorities, public institutions and other public officials for all direct connections necessary for the project. IMM will make the necessary arrangements for the demonstration and give the necessary support to the other partners. IMM will also provide support for the communication, dissemination and participation process during the project.
ISTANBUL METROPOLITAN MUNICIPALITY – IMM – Turkey
The main aim of the Tallinn Strategic Management Office is to coordinate the execution of the strategic aims of the city and to support the city government in creating a modern urban space for the citizens of Tallinn. Office prepares the city development strategy and other city development documents.
The Tallinn Strategic Management Office’s main tasks are:
- organisation of development of the developmental and strategic aims of the city and supervision of their execution; prepares the city development strategy and other city development documents,
- management of execution of major city projects and the implementation of city government policies in city institutions;
- provision of public city services (incl. e-services) and support services and central management of the development of the respective principles and standards
Role: Tallinn are a satellite city and will be responsible for the coordination between project actions and a local stakeholder. Also we are responsible for the actions what is needed to reach the project goals and think the next steps who to change our logistic City of Tallinn more sustainable to reach our Climate goals.
GETAFE CITY COUNCIL ADG – GETAFE – Spain
Getafe is a municipality with more than 185,000 inhabitants, located in the southern part of the Community of Madrid, and one of the most industrialised in the metropolitan area of Madrid. Taking advantage of its geostrategic position, and reinforced by its powerful and extensive network of infrastructures, it allows the companies located there to have a global connection with any part of the country and the world. Getafe has 14,000,000 m² of industrial land, representing one of the most important engines of economic growth and generator of job creation policies in this country.
Role: The City Council of Getafe will make the city of Getafe available to the DECARBOMILE project to serve as a testing ground for innovative governance and business models for consolidation logistics centres and new delivery methods. This will include the integration of social innovations as part of the business approach of the various solutions developed, as this is the way to ensure wider uptake of the solutions in the demonstration cities and for their replication across Europe.
GETAFE INITIATIVES SA – GISA – Spain
Getafe City Council deploys its strategy for economic promotion, industrial development, commerce and hospitality through GISA, which is responsible for supporting the creation of new companies and consolidating and encouraging the development of existing ones (especially SMEs), and improving the socio-economic context of the city through industrial and commercial development, serving as a basis for the development and promotion of the city.
Role: GISA will be in charge of the management of urban actions and adaptations in the city of Getafe, being a satellite city in the DECARBOMILE project. It will be in charge of establishing relations with the other project partners, and with the various economic actors, workers, businesses, logistics companies, and business associations, to ensure the success of DECARBOMILE solutions in the territory.
MINISTRY OF DEFENCE OF THE CANTON OF SARAJEVO – SARA – Bosnia & Herzegovina
The Ministry carries out administrative and professional tasks laid down in the constitution, law, regulations and administrative provisions, relating to the competence of the Canton Sarajevo in the field of public transport, traffic safety, traffic management, parking.
Role: Tarik Bašović – Assistant Minister of Sector for traffic management and safety. Responsible for traffic regulations, controlling and permitting delivery in the Sarajevo Canton.
TECHNICAL UNIVERSITY OF HAMBURG – TUHH – Germany
The Institute of Transport Planning and Logistics (VPL) at the Hamburg University of Technology (TUHH) focuses on the research areas of settlement structure and transport planning, logistics and sustainability, and the consideration of transport and logistics nodes. One research focus is the ecological and social evaluation of logistics activities and the design of sustainable transport chains.
Role: TUHH will analyse all living labs and satellite cities, will support the definition of the baseline scenarios and use cases and will take care of a harmonised testing, operation and monitoring of the solutions in the demonstration phase. TUHH is leading the environmental, economic and social assessment of all labs and will develop a methodological approach for the involvement of stakeholders.
COPENHAGEN BUSINESS SCHOOL – CBS – Denmark
Copenhagen Business School is one of the world’s leading business universities offering a wide range of undergraduate and graduate programmes, typically with an interdisciplinary and international focus. DECARBOMILE is at the Department of Management, Society and Communication, where business in society research explores how globalisation changes and challenges organisations and governance across the boundaries of the local and the global and the private and public spheres.
Role: Drawing on its strong competencies in studying and understanding urban contexts and business development for the needs of sustainable urbanisation, CBS will being responsible for guiding and supporting the partners with tasks dealing with design thinking approaches and methods, service design and business models for optimal supply chain mobility solutions in the last mile delivery.

TRANSMETRICS AD – TMTX – Bulgaria
Transmetrics optimizes logistics planning and asset management by leveraging the power of predictive analytics and artificial intelligence. The company offers optimization and forecast solutions for companies in Transport & Logistics. Transmetrics combines the strengths of humans and artificial intelligence, ensuring the highest operational benefits and reducing the environmental impact of logistics.
Role: Transmetrics is one of the technical partners and leader of WP3 – ICT tools development. In DECARBOMILE, we are part of the Executive Board and the Technical Committee. As part of the project, Transmetrics will deliver AI-based automated planning algorithms, focused on minimizing the CO2 emissions and transport expenses. In addition, Transmetrics will enable the testing and software Quality Assurance.
GENEGIS GI SRL – GGI – Italy
GeneGIS GI is an Italian SME that provides Spatial Digital Knowledge services and solutions for the survey, processing and sharing of geospatial information at enterprise level. Covering the entire project life cycle from data detection and surveying to data automation and integration, up to systems design and development, GeneGIS GI operates in areas such as: Logistics&Transportation, Energy&Utilities, Environment&Natural Resources, Local&Central government and Cultural Heritage.
Role: Within DECARBOMILE project, GeneGIS GI is mainly contributing to the ICT tools development for the implementation of the open framework for last mile delivery leveraging on the company’s 20 years worldwide experience in designing and developing advanced, innovative and geospatial-oriented software solutions applied to the Transportation&Logistics domain. The main technical focus is related to: loading optimization, dynamic routing and urban network design.

New Generation Sensors S.r.l. is an Italian SME established in 2015 with a strong expertise in the development of advanced IoT solutions, from the premises toward the Cloud, exploiting proprietary technologies. TrackOne is a solution by NGS capable to identify, characterise, track & trace, and monitor goods in a dedicated manner with improved granularity, in both last mile and cargo logistics, thus enabling the complete visibility of the supply chain.
Role: NGS will realise the digitalisation of the Logistics Units (LUs) in the premises, identifying, characterising, tracking, tracing, and monitoring the goods from the sender facility toward the receiver. Each LU is identified and specialised monitored at improved granularity, security on transporting perishable goods. Data are shared with all the stakeholders involved in a trusted and standardised manner.
TECHNOLOGICAL INSTITUTE OF ARAGON– ITA – Spain
The mission of ITAINNOVA is to support companies through technological research and innovation, helping them increase their competitiveness by developing new products and improving their processes, and by fostering smart use of technology in regional, national and international contexts.
Role: ITA will develop and support the integration of digital twins in the collaborative framework. Digital twins will benefit from real-time data, IoT sensors and routing optimization algorithms. Living labs will leverage digital twins results to enhance the relevance in the ongoing making decision systems raising its maturity from TRL4 up to TRL6.
IMT Atlantique – IMT – France
IMT Atlantique is a technological university, considered as one of the top 10 engineering schools in France, and one of the top 400 universities in the world in THE World University Ranking. It is a general engineering grande école financed by the Ministry of Economy, Finance and Industrial and Digital Sovereignty, and the first Institut Mines Télécom “Mines-Telecom” Technological university, founded on January 1st, 2017 from the merger of Mines Nantes and Télécom Bretagne. IMT Atlantique draws on research excellence in its flagship areas and by linking scientific fields to meet the challenges of tomorrow, focusing on: cyber security, nuclear and interactions, digital transformation, environmental transformation, industrial transformation, energy transformation, health of the future and fundamental research.
Role: In the DECARBOMILE project, IMT Atlantique will develop optimization algorithms to support decision makers in the design of urban logistics networks. IMT Atlantique will work in collaboration with GeneGIS and ITA Innova to integrate their algorithm in a commercial software and the DECARBOMILE Digital twin. In Nantes, IMT Atlantique will interact with the local partners to learn from their needs and provide simulations based on the developed algorithms.
SIVAS REPUBLIC UNIVERSITY – SCU – Turkey
Sivas Republic University (SCU) was founded in Sivas in 1974 in commemoration of the 50th year of the foundation of Turkish Republic. Started with the Faculty of Medicine in 1974, the university provides higher education to 51795 students with 18 Faculties, 4 Institutes of Postgraduate Education, 1 State Conservatory, 4 Colleges, 14 vocational schools today.
Role: Based on past studies and experiences of the institution, Sivas Republic University (SCU) will support the Digital Twin of the DECARBOMILE project with new collaboration processes not only for logistics providers but also for logistics service users in order to increase the productivity and economic viability of new innovative business methods that will be implemented during the project.

Migros Ticaret A.Ş. was founded in 1954 in İstanbul through the joint initiatives of the Swiss Migros Cooperatives Union and the İstanbul Municipality. Today, MIGROS offers spacious stores in a wide range of formats and locations. As of 19 October 2022, Migros operates 2.763 stores across all 81 cities of Turkey serving to its customers including 16.6 million of loyalty card holders.
Role: MIGROS will be strongly involved in the activities of DECARBOMILE regarding the implementation of the Living Lab in Istanbul. As a strong locally implemented logistics operator, MIGROS will be supervising the cargo-bikes implementation around the city’s logistics hub and provide logistical support for the deployment of the collaborative hub.

Les Triporteurs Nantais is the first transport company in the West, specialising in urban delivery. Several hundred parcels and several tonnes of goods are delivered every day. Awarded the 2019 trophy for voluntary commitment to the environment in Transport & Logistics in collaboration with DB Schenker!
Role: Specialists in urban delivery, we organize deliveries in scooters and electric vehicles via a local delivery location in an environmental policy. Home delivery (80% of our activity) gives us a real expertise that combines very rich knowledge with ultra-urban.

The Research and Innovation Center is involved in various research projects on the development of innovative & sustainable logistic solutions, mainly in an urban area, building up experience in the field of city distribution and sustainable logistics. Together with universities & SME’s the practical applications in the field of vessel and infrastructure automation, positioning & navigation are tested.
Role: The Research and Innovation Center provides a zero-emission urban electric vessel and supports the build-up of the living lab Hamburg, in corporation with LIHH & the City of Hamburg.
INTELLIGENT PARKING SL – INT – Spain
INTELLIGENT PARKING is a technological development company with 8 years of experience in the sustainable mobility sector and smart systems of access control. It maintains more than 150 secure bicycle parking facilities in service in many cities in Spain, Portugal, Germany and Italy, with more than 60.000 users of its app and web platform PVERDE.
Role: Leader of Work Package 4 Development of Innovative Equipment. It will design and develop microhubs for the cities of Logroño and Getafe, with an authorization system for logistics operators to access these warehouses, to enable last-mile delivery of packages to each home through cycle logistics. It will also integrate smart lockers where end customers will go directly to pick up their packages.
LOGISTIK-INITIATIVE HAMBURG MANAGEMENT GMBH – LIHH – Germany
A network for the future – With more than 500 members from the Hamburg metropolitan region and beyond, the public-private partnership “Logistics Initiative Hamburg” is the largest location network in the logistics industry in Europe. As a catalyst, initiator and manager of (innovation) projects at regional, national and international level, the LIHH creates added values for the entire logistics sector and Hamburg as a logistics region.
Role: The role of Logistics Initiative Hamburg is to support the collaboration and exchange between the partners and stakeholders analysing conditions and requirements and methods, and to disseminate to stakeholders and our network. We will be working especially on the living lab Hamburg’s use case.

Union of the Baltic Cities (UBC) is one of the leading networks of cities in the Baltic Sea Region with member cities from Denmark, Estonia, Finland, Germany, Latvia, Lithuania, Norway, Poland and Sweden. Founded in 1991 in Gdańsk, UBC is a voluntary, proactive network mobilizing the shared potential of its member cities.
Role: UBC will mobilize its network to promote more sustainable logistic practices. Co-creation workshops with local stakeholders will permit to identify the evolutions to bring to existing urban strategies, plans and regulatory frameworks on mobility, freight, urban development to facilitate the implementation of the consolidation model designed by the project and guarantee their long-term sustainability.
ASSOCIATION CARA – CARA – France
CARA, French cluster based in Auvergne-Rhône-Alpes, gathers 430 members, including manufacturers, transport operators, universities, research and education centres. CARA works on 6 sectors: industrial vehicles, automotive, aerial guided transport, river transportation, active mobility, rail transportation. CARA implements collective actions to support its members on: R&I projects, pilots in real life situation, and economic and industrial development.
Role: CARA will mobilize its network to gather experiences on past projects led by its members and search for relevant practices already implemented in EU cities. CARA will frame the experimental protocol to get comparable results amongst living lab and will define test scenarios for the 4 living labs. CARA will make sure that each group of users will implement the most relevant use case regarding their needs. CARA will ensure replicability throughout its network and Europe.

ID4Mobility is an accelerator for companies of the Vehicle and Mobility sectors in the Greater West region of France (Bretagne, Pays de la Loire and Nouvelle-Aquitaine). ID4Mobility has over 400 members including manufacturers, transport operators, universities, research, and education centres. Theses members covers 4 main business areas: automotive, specific vehicles, mobility services and off-road machines/ mobile robotics/agricultural machinery.
Role: ID4Mobility will help feeding the benchmark during the project with its knowledge of present and past projects. We will support Nantes living lab through the project notably during workshops and specifications. We will help disseminate the project throughout our network.
RED DE CIUDADES POR LA BICICLETA – RCXB – Spain
RCxB is an organization formed by City Councils and Public Administrations committed to promote cycling around Spain, actually is formed by 150 public administrations. Our main objective is to facilitate, make safer and promote the bike use, especially in urban areas, creating 100% cyclable cities and territories.
Role: The RCxB will take advantage of its national network to promote knowledge in public administrations around cyclelogistics, with the aim of stimulating and generating new cyclelogistics initiatives around Spain. It will also provide technical support to the pilots in Spain (Logroño and Getafe) as well as to the project consortium.
